Anli Partners has hired Chen Luming as a partner to boost the law firm’s foreign-related dispute resolution capabilities in the Shanghai office.

Chen, qualified in New York and China, has more than 30 years of experience in arbitration. He specialises in commercial dispute resolution, international trade, infrastructure and fundraising.

In 1986, Chen was the deputy secretary general of the China International Economic and Trade Arbitration Commission (CIETAC) in Beijing. He then switched lanes to become an external attorney.

Between 1995 and 2002, Chen joined Debevoise & Plimpton and O’Melveny in the US to gain deep understanding of the US law and litigation rules. He was once part of the Japanese Daiwa Bank’s defence team when the US Ministry of Justice investigated its staff for hiding trading losses worth USD1.1 billion of US treasury bonds in 1995.

Chen returned to China and earned the title of partner at King & Wood Mallesons in 2002, then moved on to work for Jones Day and JunHe. He was a partner at JunHe for 13 years.

Currently, Chen is an arbitrator in various arbitration centres, including the Hong Kong Arbitration Centre, the Singapore International Arbitration Centre and the CIETAC.
