Sullivan & Cromwell has recruited Steven Hsu, formerly a partner at Paul Hastings, for its Hong Kong office, further strengthening the firm’s capital markets practice.

Ng Kay Ian, Sullivan & Cromwell’s managing partner in Hong Kong, said in a press release: “Steven’s experience advising issuers and underwriters on complex equity offerings, coupled with his trusted counsel on governance and regulatory matters, will be of tremendous value to our clients.”

Hsu had been a partner in the Hong Kong office of Paul Hastings since February 2023. Prior to that, he served as a partner in the corporate department of Sidley Austin in Hong Kong from December 2021. Earlier in his career, he practised at Herbert Smith Freehills Kramer and Freshfields.

Hsu focuses on corporate finance and capital markets transactions, including Hong Kong and US initial public offerings, dual primary listings, secondary listings and rights issues. He also advises listed companies on corporate governance and regulatory compliance matters. His experience spans the technology, financial services, consumer products, life sciences, real estate and infrastructure sectors.

He has advised on Hong Kong listings for companies including Delton Technology, Novosense Microelectronics, China Tower, Guotai Junan Securities and Nongfu Spring.

He has received recognition in China Business Law Journal’s A-List: Growth Drivers in 2025-26.
