Limitation Act applies if state has no special rules

In State of MP & Anr v Anshuman Shukla a three-judge bench of the Supreme Court overruled its earlier held view that section 5 of the Limitation Act, 1963, cannot be used to condone a delay in filing a revision petition under section 19 of the Madhya Pradesh (MP) Madhyastham Adhikaran Adhiniyam,1983. Instead, the court ruled that the Limitation Act would apply if the state laws do not include their own special rules on time-barred applications.
