Herbal hookahs do not violate anti-smoking law

Ruling in World Lung Foundation-South Asia v New Delhi Municipal Council & Ors, Delhi High Court recently held that serving herbal hookahs, which contain no nicotine or tobacco, in restaurants is not a violation of the Cigarette and Other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) Act, 2003, (COTPA) and its rules, including the Prohibition of Smoking in Public Places Rules, 2008.
