A call for clarity

Dear Madam,

The cover story of your February 2009 issue (Jammed up), which examined infrastructure development in India, was a well written article. It covered most of the key issues that face the infrastructure sector in the country.

Though there has been consistent support from the central and state governments for speeding up the country’s infrastructure development, some of the newer sectors, such as airport development, need urgent attention.

The recently passed Airport Economic Regulation Act, 2008 (AERA), for example, aims to regulate revenue from aeronautical services at major airports. A close study of the AERA reveals that it needs more clarity and direction in its interpretation. In my opinion, the experiences that have gone into the enactment and operation of similar pieces of regulatory legislation could have been leveraged in a better way when enacting AERA.
