Zhong Lun Law Firm has appointed Chen Xinfan, Julie He, Liu Xiaoyan, Xu Kaichen and Zou Kun as partners and senior consultants in four mainland offices.

Based in Hangzhou, Chen is focusing on real estate development projects, construction projects and public-private partnership projects, specialising in state-owned land use rights transfer contracts, property sale and purchase contracts, mergers and acquisitions of construction and real estate enterprises, and other dispute resolution services and non-litigation services. Previously, he was executive director of Zhejiang Westlake Law Firm and senior partner at Yingke Law Firm’s Hangzhou office.

Zhong Lun’s Shanghai office has added He and Liu as equity partners. Practicing in both China and New York, He has represented sponsor organisations and institutional investors in the formation, operation, investment and compliance of investment funds, including venture capital (VC) funds, private equity (PE) funds, and Qualified Foreign Limited Partnership/Limited Partnership Enterprise funds. Before joining Zhong Lun, He was a counsel at Dentons. She also worked as PRC legal counsel at Herbert Smith Freehills, and Arnold & Porter Kaye Scholer.

Liu moved to Zhong Lun from East & Concord Partners, where she was a partner. Liu’s practices cover PE and investment funds, taxation and wealth planning, as well as financial products and trusts. She has advised well-known renminbi funds, US dollar funds, government guidance funds, listed companies, large state-owned enterprises, and dozens of famous entrepreneurs and their family offices.

Xu joined Zhong Lun’s Beijing office as a senior counsel. Since 2006, he has worked on hundreds of VC/PE investments, representing prominent investment funds and emerging companies. Previously, Xu was a partner at international law firms DLA Piper and Bird & Bird. He founded an internet-based legal services platform called Fadoushi.com, and also served as a managing director and general counsel at PE firm Zebra Capital, responsible for its formation, fundraising and control of investment projects.

Zou is an equity partner at Zhong Lun’s Wuhan office with 16 years of experience in health, safety and environmental protection practices, participating in nearly 100 commercial arbitration cases. Her practices also involve construction and project development, as well as litigation and arbitration. Before joining Zhong Lun, Zou was the chief lawyer at Tingquan Law Firm. She also served as deputy director of the environmental resources and energy law professional committee of the All China Lawyers Association.
