South Korean law firm Yoon & Yang has appointed Won Jung as a partner to lead its public contracts centre (construction & disputes).
Previously co-head of the aerospace and defence centre at Yulchon, Jung joined Yoon & Yang on 15 June 2026.
“Through his authorship of a work on public procurement contract law, many lawyers developed their theoretical foundation of public contracts,” Myung Soo Lee, senior managing partner at Yoon & Yang, told Asia Business Law Journal.
Jung authored the Public Procurement Contract Law in 2016, which compiles key case law and notable administrative interpretations and responses to legal enquiries.
He began his legal career in 2001 as a military prosecutor in the legal affairs division of the Korean Air Force, where he served until 2009 before joining Yulchon.
At Yulchon, he notably represented a major international defence contractor in proceedings before the Board of Audit and Inspection, as well as in related prosecutorial investigations concerning alleged bid-rigging and bribery in connection with its selection as the contractor for South Korea’s KF-16 upgrade programme. The case concluded with a decision not to pursue charges.
Myung Soo Lee said Yoon & Yang recruited partners In Hee Lee and Min Gyu Kim earlier this year, bringing in-house and industry experience. In Hee Lee and Kim previously worked at Korean defence companies Hanwha Aerospace and Hyundai Rotem, respectively.
“The addition of Jung, who combines extensive law firm experience with a strong academic foundation, can be seen as creating a more balanced team composition,” said Myung Soo Lee.
