The Singapore Corporate Counsel Association (SCCA) community is set for a fresh wave of structured support and skills development after signing a memorandum of understanding with the National Trades Union Congress (NTUC).

The agreement, effective until 2029, is aimed at strengthening the professional resilience of in-house counsel among Singapore’s professionals, managers and executives.

The renewed partnership formalises a joint commitment to workforce transformation. A key feature of the MoU is the establishment of a Company Training Committee, which will serve as a structured platform for dialogue and action on job redesign, skills upgrading, and broader workplace transformation initiatives within in-house legal teams.

Under the agreement, SCCA members will gain expanded access to training and upskilling opportunities, including eligibility for the Union Training Assistance Programme.

“In-house counsel today stand at the intersection of law, business and strategy,” said SCCA President Daniel Choo. “As their roles continue to evolve in response to AI and shifting business demands, it is critical that they are equipped with the right skills and support.”

He also acknowledged the contribution of Patrick Tay, NTUC assistant secretary-general and SCCA member, for his role in advancing the collaboration.

The partnership builds on the SCCA and NTUC’s longstanding collaboration since 2015, which has focused on improving employability, professional development and career sustainability for in-house counsel.
