On 29 April 2014, the Ministry of Finance (MOF) and the State Administration of Taxation (SAT) jointly issued a circular, Cai Shui [2014] No 43, announcing the expansion of the VAT pilot programme to cover the telecoms sector starting on 1 June 2014. Circular 43 and an earlier circular, Cai Shui [2013] No 106, which is the comprehensive regulation for the VAT pilot programme, will jointly regulate the VAT treatment of the telecoms sector.
