Asia Business Law Journal highlights top law firms in Indonesia. Byung Jin Park reports

Indonesia has entered a period of legal and regulatory change in 2026, marked most notably by the implementation of its new criminal code. Enacted in 2023, Indonesia’s new criminal code took effect on 2 January 2026, replacing the previous criminal code and formally recognising and expanding corporate criminal liability.

Given the new criminal code’s direct impact on businesses, the reform is likely to increase demand for legal advice on corporate compliance, internal controls and potential criminal liability for employees and executives.

Not all of Indonesia’s legal reforms, however, are creating additional burdens for businesses.

In July 2026, the Indonesian parliament passed legislation establishing a legal and regulatory framework for an International Financial Centre (IFC). Covering a broad array of sectors including finance, insurance, capital markets, Islamic finance and fintech, the law establishes tax and customs incentives.

The IFC’s proposed fiscal incentives could create opportunities for financial institutions, private equity and venture capital firms, asset managers, and multinational corporations. However, developing the IFC into an international financial hub in the region will require local legal advice on regulatory, tax and dispute resolution issues.

Finally, Indonesia is working towards making Nusantara its political capital by 2028. As implementing regulations governing the new capital’s special administrative framework, land management, spatial planning, licensing and financing continue to be refined, Indonesian law firms are likely to play a key role supporting the government and businesses with the legal and regulatory issues arising from the relocation of state institutions.

Against this backdrop of opportunities for law firms, Asia Business Law Journal has carefully identified the best law firms in Indonesia. We have given awards in categories, including Law Firm of the Year, Best Overall Law Firms, Best Boutique Law Firm and Best New Law Firm, along with four winners in 30 other categories, each of equal standing.

THE JUDGING PROCESS

Winners of Asia Business Law Journal’s Indonesia Law Firm Awards 2026 were selected based on the votes, references and qualitative information received from in-house counsel and other legal professionals in Indonesia and around the world.

A voting form on our website invited thousands of in-house counsel, lawyers at international law firms and other Indonesia-focused professionals to vote. Indonesian law firms were asked to make submissions in support of their candidacy for the awards.

These submissions, combined with research by Asia Business Law Journal’s editorial team, played a supporting role in the judging process. All Indonesian law firms were automatically eligible for inclusion in the awards process. As always, there were no fees or any other requirements for awards entry.
