On 23 December 2014, the Ministry of Human Resources and Social Security, the Supreme People’s Court, the Supreme People’s Procuratorate and the Ministry of Public Security jointly issued the Notice on Strengthening the Cooperation in Investigating and Handling Suspected Cases of Criminal Refusal to Pay Labour Remuneration.

The 2011 amendment of the Criminal Law stipulates that failing to pay labour remuneration after ordered by authorities to back pay amounts owed may constitute a criminal offence (article 276-1).
