In Ramesh Chandra v Municipal Corporation of Delhi (MCD), the petitioner, Chandra, a senior advocate, successfully challenged the levy and recovery of amounts by the MCD for parking charges. Chandra was charged Rs4,000 (US$84) for “MCD Parking Charges” when he sought the registration of his recently purchased Getz car. The recovery was challenged as unauthorized and impermissible in law. Chandra claimed that no corresponding service is rendered by MCD and for every instance of parking on its land, MCD levies parking charges separately.
