Introduction

Lily Liang serves as a partner and head of the Debt Capital Markets (DCM) team at DeHeng Law Offices’ Hong Kong branch. She is a qualified lawyer in Hong Kong and obtained a bachelor’s degree in business administration, with specialisations in finance and economics, from the Hong Kong University of Science and Technology. Subsequently, she obtained a Juris Doctor degree from the Chinese University of Hong Kong. Liang is proficient in English, Mandarin and Cantonese, and is well-versed in the affairs of both mainland China and Hong Kong.

With more than a decade of experience in the field of debt capital markets, Liang has developed a particular expertise in overseas bond issuance. In 2023 alone, under her leadership, the DCM team of the firm’s Hong Kong branch completed nearly 80 offshore debt issuances with a cumulative participation exceeding RMB41 billion (USD5.69bn), securing the top rank among all international counsel advising Chinese issuers in terms of the number of deals completed, according to data provided by Covalent Capital. Her team has been widely acknowledged by both issuers and underwriters for its exceptional track record in executing significant bond offerings.

Liang has conducted training sessions and delivered lectures on DCM-related topics for numerous esteemed financial institutions. Her strong foundation in both finance and law, combined with her extensive experience in legal practice, allow her to approach her work with a hands-on attitude and a profound comprehension of her clients’ requirements. Consequently, Liang has garnered widespread recognition and praise from both the legal industry and her clients.
