Introduction

Andrew Lin is an international counsel at Rajah & Tann Singapore, specialising in international construction, infrastructure and energy projects. Lin provides a broad range of legal services to numerous Chinese and international companies in these industries, such as project investment, construction financing and operations. He has rich experience in international projects and has advised on energy and infrastructure projects located in Asia, the Middle East, Africa, Europe and South America.

Lin’s experience spans the entire life cycle of projects, including legal due diligence, corporate structuring, project tender process, drafting and negotiation of project and financing documents, as well as project life legal advice, claim management and dispute resolution during the implementation phase. He is involved in projects covering electricity and renewables (solar, wind, hydro and waste-to-energy), traditional energy (oil, natural gas, pipelines and mining), transportation (ports, railways, light rail and toll roads), special economic zones, municipal projects, chemicals and digital infrastructures. He has a deep understanding and extensive experience in various development and construction models of infrastructure and energy projects, including public-private partnerships, concessions, contractor financing, government joint ventures and international bidding. Lin has represented Chinese clients in handling construction and contractual disputes at several international arbitration institutions, including the Singapore International Arbitration Centre, the Hong Kong International Arbitration Centre and the International Chamber of Commerce.

Lin is qualified to practise in the PRC and the state of New York. His working languages are Chinese and English. He has participated in drafting the legislative proposals for the Construction Industry Payment Protection and Adjudication Law and the Model Rules for Adjudication of Construction Disputes. He frequently publishes legal articles and insights in industry journals such as International Project Contracting & Labour Service.
