Introduction
Lu Guofei has expertise in urban and rural development and construction, investment and financing, and related dispute resolution, and has rich experience in comprehensive legal services and the ability to resolve difficult and complex commercial disputes. Lu serves as a permanent legal adviser or provides long-term services to many industry-leading or large-scale well-known enterprises and institutions, both domestic and abroad.
Lu has represented highly influential projects and cases, including the Tesla factory setup in Shanghai (China Business Law Journal’s “Deals of the Year 2018”); a state-owned shipping group that, together with two large Japanese warehousing and logistics companies, set up a joint venture company to acquire a site under construction and manage the whole process of the project (selected in the Ministry of Justice’s casebook); a complaint in a dispute over land grant in the park of a Shanghai district industrial park company (selected in the Ministry of Justice’s casebook); and claims and counterclaims in the Shanghai High Court in a dispute over the general contracting for the construction of a landmark building in Wujiaochang, Shanghai, for a Hong Kong-listed company (a branded real estate company), among others.
He serves as: the vice chair of the construction engineering and real estate committee of the All China Lawyers Association; an expert on the Civil and Administrative Prosecution Expert Advisory Network of the Supreme People’s Procuratorate (construction engineering and real estate specialty); the chair of the real estate committee of the Shanghai Lawyers Association; the deputy head of the research group at the Shanghai Lawyers Association’s Urban Renewal and Urban Governance Legal Services and Research Centre; a council member of the Shanghai Law Society’s Investment and Construction Rule of Law Research Association; “Shanghai Planning and Resources Business Environment Experience Officer” for the Shanghai Municipal Planning and Natural Resources Bureau; a member of the expert database of the Shanghai Municipal Planning and Natural Resources Bureau; the president of the legal branch of the Shanghai Real Estate Chamber of Commerce; a council member of the Shanghai Lawyers Association; a member of the legal expert database of the Huangpu district committee of the Communist Party of China; a first-batch member of the “Shanghai Young Legal Talent Database” of the Shanghai Law Society; and a council member of the Huangpu District Law Society of Shanghai.
In addition, Lu was honoured as an Outstanding Civil Expert in the second phase of the Civil Expert Advisory Network of the Supreme People’s Procuratorate (2022). From 2018 to 2025, he was consecutively ranked among Chambers and Partners’ Band 2 Leading Lawyers in China’s construction and engineering practice for eight years. He was also listed among LEGALBAND’s Top 15 Specially Recommended Lawyers in China for Real Estate and Urban Renewal for two consecutive years and named one of China Business Law Journal’s “The A-List” Visionaries for two consecutive years. In 2011, he was recognised as “Shanghai’s Fourth Outstanding Young Lawyer” by the Shanghai Lawyers Association; and awarded the “2016 Special Contribution Award”, “2017 Legal Service Achievement Award”, “2020 Outstanding Chamber Worker”, and “2021-2023 Outstanding Chamber Worker” by the Shanghai Real Estate Chamber of Commerce.
