Introduction

Xing Guoguang graduated with a Master of Laws from Peking University Law School, and an Executive Master of Business Administration at Tsinghua University School of Economics and Management. He is a national first-level human resources manager and holds an independent director qualification for listed companies. He serves as the deputy secretary-general of the All China Lawyers Association corporate compliance legal committee, the deputy secretary-general of the Beijing Lawyers Association criminal law committee, a people’s supervisor and a public welfare protection volunteer for the People’s Procuratorate of Beijing municipality, an arbitrator for the Dongguan Arbitration Commission and the Chengde Arbitration Commission.

Xing has for many years been engaged in law enforcement in Beijing administrative agencies. Over the past 15 years as a lawyer, he has specialised in criminal defense and handled more than a

hundred cases involving duty-related crimes such as embezzlement, bribery, abuse of power, sheltering and indulging criminal organisations by former leaders of national ministries, commissions, provincial and municipal governments. He has dealt with economic crimes related to listed companies, financial crimes, contract fraud, smuggling, illegal absorption of public deposits, and fundraising fraud, organised vice and crime, as well as sensitive and major criminal cases involving confidential information. Xing abides by the full exercise of defence rights such as meeting with detainees, investigating and collecting evidence, and defending clients in court. He thoroughly studies case files to present accurate and comprehensive defence opinions and communicates fully with judicial authorities, achieving favourable outcomes in many cases, such as obtaining bail, non-prosecution, and acquittal for clients.

In commercial litigation, Xing has represented dozens of cases concerning real estate development, mining rights, finance and other fields heard by the Supreme People’s Court and various provincial high courts. He leverages professional expertise, actively communicating with courts and all parties to resolve disputes, effectively safeguarding clients’ legitimate rights and interests. Some of these cases have been featured in the bulletins of the Supreme People’s Court as precedents.

Xing has served as a perennial legal adviser for numerous international organisations and enterprises, including the United Nations Industrial Development Organization Investment Promotion Service for China and the Bank Card Test Center. He integrates legal

expertise with business management theories and practices, providing clients with comprehensive advisory solutions that combine macro-level enterprise development with micro-level risk prevention and control, thereby maximising the effectiveness of risk, costs and benefits. He once served as an independent director for many years in an A-share listed company.
