Introduction
Guan Jian is a director at Beijing Grandwin Law Firm, a member of the independent advisory and supervisory committee of the World Intellectual Property Organization, an expert consultant for the National Guidance Center for Overseas Intellectual Property Disputes, and is among the Ministry of Justice’s “A Thousand Foreign Lawyer Talents in China”.
Guan has nearly 20 years’ experience in World Trade Organization (WTO) and international trade laws. He has represented the Chinese government and enterprises in a number of WTO dispute settlement cases, and participated in the process of legal review of the Regional Comprehensive Economic Partnership text. On behalf of relevant Chinese business associations, he has participated in a series of international trade friction, including the US Section 301 investigation, a Special 301 investigation and the WTO compliance review on China. He has been entrusted by relevant Chinese authorities to participate in the negotiation of bilateral and regional economic and trade agreements carried out by the Chinese government, and has conducted comprehensive and in-depth analysis and research on the latest development of WTO reform and China-US economic and trade relations.
Guan has represented Chinese enterprises in nearly 100 trade remedy investigations initiated by WTO members such as the US and the EU, and has been deeply involved in cross-border subsidy investigations initiated by the US as well as in declarations and investigations under the EU’s Foreign Subsidies Regulation. Guan is richly experienced in responding to international economic and trade frictions. His practice involves compliance projects related to export controls and economic sanctions in the US and the EU. He has represented a wide range of industries including machinery, iron and steel, chemicals, textiles, food, biotechnology, pharmaceuticals, electronics, daily necessities, solar energy, automobiles and telecommunications.
Guan has rich academic and research background in WTO and international economy and trade, and has published more than 20 relevant papers or articles in authoritative journals in China and abroad. He has been deeply involved in a large number of cutting-edge research and practice in the field of trade and economic affairs, providing him with solid intellectual support in the development of his practice.
