Introduction
Zhao Yue is a senior partner at Bairui Law Firm and serves as the director of its Shuozhou branch. With over 30 years of legal practice, he specialises in the energy and natural resources sector and high-stakes commercial dispute resolution.
Zhao is a leading local expert in the field of energy and natural resources, with clients spanning coal, power and mining enterprises. He played an integral role in Shanxi Province’s two major coal resource integration initiatives (from 2006 to 2008 and from 2009 to 2011), providing comprehensive legal services, which included restructuring, mergers and mine closure compensation, for more than 100 coal mines in Shuozhou. His expertise has since extended to Shaanxi, Gansu and Xinjiang.
For three consecutive decades, he has served as legal counsel to the Shuozhou Bureau of Natural Resources while also advising leading private coal enterprises in Shanxi, helping one grow into a billion-renminbi energy group. He has handled numerous influential cases involving mining rights transfers and mineral resource encumbrance, earning him recognition as a “benchmark lawyer in energy and natural resources”.
In high-stakes commercial dispute resolution, Zhao is a seasoned litigator. He has represented clients before the Supreme People’s Court and the Beijing Arbitration Commission, among other institutions, recovering or safeguarding client assets exceeding RMB6 billion (USD848.7 million). Notable cases include a five-win streak in a series of arbitration cases for a Beijing energy company and securing a judgment of RMB160 million in a coal mine trusteeship dispute, which was successfully enforced. He also spent six years helping a minority shareholder in a coal company claim RMB500 million in shareholder profits over an eight-year period.
His practice further covers corporate equity restructuring and liquidation. He has handled 38 bankruptcy cases, including Shuozhou’s first private enterprise bankruptcy and the liquidation of a subsidiary of a central state-owned enterprise. His work has placed him in the top tier of bankruptcy administrators recognised by the Shanxi High People’s Court.
Among his honours, Zhao was named a “National Outstanding Lawyer” in 2016, recognised as one of Shanxi’s “Ten Outstanding Young Lawyers”, and received the “Top 10 Lawyers” award twice. The law firm he founded, Shanxi Yesheng Law Firm, was honoured with the Ministry of Justice’s “National Outstanding Law Firm” award.
He has served multiple terms as a deputy to the Shuozhou Municipal People’s Congress and as a standing member of the Shanxi Lawyers Association. He also contributed to the establishment of the Shuozhou Arbitration Commission, serving as its first secretary-general. Through these roles, he has consistently supported government agencies and energy companies with legal guidance, contributing to regional legal development.
Guided by the principle of “creating value for clients”, his services extend to family wealth succession and corporate compliance. Since joining Bairui Law Firm in 2021, he has leveraged its national platform to expand his practice beyond regional prominence. With his profound expertise, extensive resources and deep industry insight, Zhao has become a distinguished legal professional known for both strategic vision and practical execution.
