Cindy Ge

Introduction

Cindy Ge is a senior lawyer specialising in corporate governance and compliance, equity investment and financing, infrastructure and construction, as well as complex commercial litigation. She is a senior partner at Hiways Law Firm and a graduate of Tsinghua University Law School. She serves as a corporate and commercial committee member of the 4th Shanghai Bar Association, a national judicial system supervision expert, a Shanghai grassroots legislation expert, a Shanghai Municipal Commission of Commerce legal advisory expert, and legal adviser to the Changning District Committee and Government. She has participated in the World Bank’s research project on Shanghai’s business environment legal framework, and has contributed to the compilation of seven professional books.

Ge serves as an arbitrator for eight arbitration institutions, including the Shanghai Arbitration Commission, and as a part-time professor at several law schools such as East China University of Political Science and Law. She has also participated in writing several practical monographs. She has provided professional legal services to over 100 enterprises, including Shanghai Urban Development, Liyuan Water Industry, Siemens Shanghai, Shanghai Academy of Spaceflight, Nikon Precision Machinery, Shanghai UnionPay, Three Gorges Shanghai Survey and Research Institute, Institute of Applied Physics of the Chinese Academy of Sciences, and China Hydropower Bureau.

With extensive legal expertise in project and infrastructure law, Ge’s team has handled multiple high-profile cases including a build-operate-transfer dispute for a foreign-funded enterprise’s Tianjin Binhai seawater desalination project; a wastewater treatment contract dispute for Putian Chemical Fiber’s EPC project; a RMB90 million (USD12.7 million) greening project dispute in Shanghai Aerospace New District, representing contractors in contractual disputes with Greenland Group; a fire protection project dispute for Shandong Iron and Steel Group in Rizhao; a build-transfer project dispute for the Grand Canal Hub in Jiangsu; a dredging project dispute for Jiangsu’s key infrastructure; a hydroelectric power station exploration and design dispute for a Chinese-funded enterprise in Nepal; a series of river management disputes for Jiangu River in Duyun, Guizhou; and an International Federation of Consulting Engineers general contracting dispute for Parkson Group’s commercial building renovation. A 2023 retrial case, Ma Ji and Anhui Ding’an Investment Group v Shandong Construction Group, which her team handled and which secured a Supreme People’s Procuratorate protest, was given a “remarkable” rating by the LegalOne Merits Award. In 2024, her team’s representation in the Grand Canal Hub build-transfer project case involving four state-owned enterprises was recognised as a “2024 benchmark case”.

In 2009, Ge was honoured as one of ”Pudong’s Top 10 Outstanding Young Lawyers”. In 2018 and 2021, she won second and third prize respectively in the academic writing category of the Shanghai Bar Association Academic Competition. From 2017 to 2020, she was named both among “Changning District’s Top 10 Lawyers” and as a “Changning District’s Outstanding Lawyer”. In 2025, she received the “Dispute Resolution Lawyer Award” from Asia Legal Business and was honoured with the “Real Estate and Construction Engineering Lawyer Award” from GRCD, a professional media outlet under the Asia Pacific Media Foundation.
