Introduction

Jason Sun is a partner in the international trade and investment group of Deontons’ Beijing office, a member of the Cross-border Investment and Trade Council, and vice director of the WTO anti-dumping commission. Sun served in the Beijing WTO Centre as assistant director, responsible for analysing the Uruguay Round legal documents.

He focuses his practice on international trade law, counsels Chinese clients on trade remedy investigations against China, and is one of the most experienced lawyers representing the government of China in countervailing duties (CVD) investigations against China.

The cases he has represented cover all procedures of the US trade remedy investigation, including initial investigation, annual review, new shipper, industry injury, sunset review, changed circumstance, anti-circumvention, scope ruling, and US Court of International Trade (CIT) and the Court of Appeals for the Federal Circuit (CAFC) proceedings. In trade remedy fields, he has represented the government of China and Chinese enterprises in anti-dumping, countervailing, and safeguard measures cases initiated by the US, Australia, Canada, the EU, India, Thailand and Indonesia. He has represented foreign enterprises and successfully obtained the approval of the Ministry of Commerce of China for the Anti-monopoly Business Concentration Notification Procedure, and also has rich experience in legal services for foreign investment and other commercial activities.

Typical case experience is as follows: US: anti-dumping (AD) or CVD investigations on magnesia carbon bricks, drill pipe, galvanized steel wire, multilayer wood flooring (the first case attaining double zero tax rate in AD and CVD investigations against China initiated by the US), steel wire hanger, etc.; Australia: trade remedy investigation on HSS, aluminium extrusion, wire rod, rebar products, etc., including duty refund assessment procedure; India: AD or CVD investigation on sodium nitrite, SDH, barium carbonate products and safeguard measure investigation on automobile parts against China; the EU: AD or CVD investigation on melamine, coated fine paper etc.; Canada: AD or CVD investigation on aluminium extrusion, Steel grating etc.; Indonesia: AD or CVD investigation on frit, wire rod, etc.; Thailand: AD or CVD investigation on hot rolled steel products, etc.; China: AD or CVD investigation on automobile, distiller dried grains against the US, Japan, etc.
