Xu Lixin

Introduction

Xu Lixin is a Senior Partner, Director of the Customs Legal Committee, and Director of the Import & Export Compliance Centre of China Commercial Law Firm. Xu graduated from East China University of Political Science and Law and obtained a master’s degree in world economics from Peking University. From 1988 to 1991, he served as an instructor in the training centre of the Guangdong Industrial and Commercial Bureau, and simultaneously served as an arbitrator. From 1991 to 1998, he successively served as supervisor of case reconsideration of Shenzhen Customs, chief assistant and deputy chief of the section of investigation and handling of smuggling cases, inspection section, supervision section, inspection section. From 1998 to 2004, he successively served as the principal of the examination department of smuggling cases in the Anti-Smuggling Bureau of Shenzhen Customs, chief of the pre-trial investigation section and assistant director of the legal affairs department. He has practised as a lawyer since 2004 and he served as Chief Executive Partner from 2019 to 2021. At the same time he has been the director of customs legal affairs department of the firm for years.

Xu has a profound understanding of customs classification, tax disputes, intellectual property protection, objection to audit findings, identification of administrative violations, administrative penalties, administrative reconsideration and administrative litigation. Xu participated in the establishment of the anti-smuggling bureau of the Shenzhen Customs, was engaged in smuggling investigation, examination and verification, scored outstanding achievements and was awarded for meritorious service for many times. Since becoming a lawyer, he has successfully handled a number of cases on classification disputes, intellectual property rights, inspection, smuggling and administrative penalties. In particular, he was good at the handling of smuggling cases. He has accumulated rich practical experience in criminal compliance and defence of smuggling and economic crimes, and has rich experience and deeper research in prevention and disposal of enterprise related crime. He has been selected as an outstanding lawyer by different legal media several times. His views and articles on tax payment disputes, criminal defence of smuggling cases and criminal compliance were published by several journals.
