The Supreme Court of India has dismissed the civil writ petition in Jipnesh Narendra Jain v State of Maharashtra and Ors (2026), seeking to quash a tender Reliance Industries won in 2024 for a coastal road development in Mumbai.
The court had found the petition’s grounds as unfounded and without any merit. The Municipal Corporation of Greater Mumbai awarded the tender in December 2024.
Reliance has filed a miscellaneous application seeking directions to the Bombay Municipal Corporation (BMC), the civic governing body in Mumbai, to decide on its master plan layout for the road project. The court ordered the BMC to consider the master layout plan for the development and long-term maintenance of the project.
The court said the tender indicated the corporation’s “sincere efforts” to fulfill the need of the hour for Mumbai’s citizens.
During the petition hearing, the court also said the agency and corporation may charge fees for access to only a limited area of the coastal road. Reliance submitted before the court that only 15% of the total area would be ticketed, with the rest open to the public.
The project involves the development of a sea-side stretch of road with gardens, urban parks, and walking and cycle tracks for public use.
