Jia Yuan Law Offices has established an office in Changsha, the capital of Hunan province, following the opening of its Wuhan branch in late 2025, and marks another significant step in the firm’s nationwide expansion strategy.

Headquartered in Beijing, Jia Yuan’s offices are located in Changsha, Wuhan, Shanghai, Guangzhou, Shenzhen, Xi’an and Hong Kong.

Yan Yu, the founding partner of Jia Yuan, told China Business Law Journal that the firm had implemented a “small-team” strategy in several provincial capitals. Wuhan and Changsha, where this strategy matured earlier, had now formally established branch offices, drawing on strong local talent pools and dense client bases to expand the firm’s regional presence.

Yan said Jia Yuan began implementing a regional market development plan, targeting major second-tier cities in 2024. “As local governments face growing financing and transformation needs, going global has become a key priority for many regional enterprises and governments in response to intense domestic competition and overcapacity,” she said.

Li Xinjun, a senior partner of Jia Yuan and previously based in Beijing, will serve as the managing partner of the Changsha office. His practice focuses on securities, M&A, investment and financing, with clients spanning areas such as building material, infrastructure construction, new energy, biomedical, real estate and environmental protection.

Jia Yuan said in a press release that the Changsha office’s clientele included government bodies, state-owned enterprises, listed companies, innovative technology firms, investment institutions and financial service providers in Hunan province and the surrounding region.

“Jia Yuan will continue to follow the principles of steady growth and targeted innovation, advancing its nationwide network in a balanced manner and building a second engine for the firm’s long-term development,” Yan added.

China’s national law firms that have already established a presence in Changsha include Tahota Law Firm (2025), AllBright Law Offices (2023), Kangda Law Firm (2020), Hui Ye Law Firm (2019), Dacheng Law Offices (2011), Yingke Law Firm (2010) and Deheng Law Firm (2003).
