
Introduction
Xue Zheng holds a dual academic background in law and economics, having graduated from the School of Economics at Xiamen University, and the Law School of Peking University. He specialises in administrative law.
Xue Zheng currently serves as director of the Administrative Law and Administrative Litigation Committee of the Beijing Lawyers Association, director of the Administrative and Government Legal Advisory Research Committee of the Chaoyang District Lawyers Association, and council member of the Beijing State-Owned Assets Legal Research Association. He acts as legal adviser to several administrative authorities and institutions, including the State Administration for Market Regulation, National Medical Products Administration, National Railway Administration, and Peking University. Additionally, he serves as a part-time mentor for Juris Master students at Peking University and other universities.
Xue has participated in legislative consultation and review for multiple national laws and regulations. In his litigation practice, he has represented administrative regulatory bodies or private parties in significant, complex administrative litigation cases, achieving favourable outcomes. He has also led key research projects for government agencies.
Prior to practising law, Xue served in the administrative divisions of intermediate and higher people’s courts, presiding over more than 100 first-instance, second-instance and retrial administrative cases involving national ministries, including influential cases in market regulation, securities, pharmaceuticals and insurance supervision.
He is the author of Commentary on the Administrative Procedure Law (China Democracy and Legal System Press, Oct 2020) and a contributing editor of Analysis of Typical Market Regulation Enforcement Cases (China Industry and Commerce Press, Jun 2023).
