Jia Mengmeng

Introduction

Jia Mengmeng graduated from Southwest University of Political Science and Law, holding a Master of Laws specialising in tax law. She serves as a senior partner at Gaopeng Law Firm’s tax department, deputy secretary-general of the Beijing Lawyers Association’s finance and taxation committee, a member of the Chaoyang District Lawyers Association’s Finance and Taxation Business Research Institute, China Law Society (CLS)’s Economic Law Research Institute, and the Beijing Association of Cultural and Entertainment Law’s finance and taxation committee. Jia has on many occasions been invited to participate in academic activities organised by the CLS’s Tax Law Research Institute and the Beijing Institute of Finance, Banking and Tax Law, where she has shared her professional insights.

Jia was a member of the legal counsel team for the State Taxation Administration and the Beijing municipal tax system (including tax and inspection bureaus and tax sub-bureaus in all districts). She is one of the few lawyers in China who has experience of providing tax-related legal services to both tax authorities and taxpayers. Since June 2020, she has focused on providing tax dispute resolution services to taxpayers. She has resolved tax-related disputes between enterprises and tax authorities in hundreds of major and complex cases, helping enterprises mitigate risks. In the tax-related criminal defence cases she represented (involving acts such as false invoice issuance, illegal sale and purchase of invoices, and tax evasion), she has achieved satisfactory representation results for clients.

In the past two years, Jia has been recognised as one of the “Top 15 administrative lawyers” in the 2024 Legalband Annual List of Influential Lawyers, a “rising star” in the A-List 2024-25 by China Business Law Journal, as one of the “Top 15 Tax Lawyers of Choice for Chinese Clients” and “Tax Lawyer of the Year” in the 2025 GRCD Awards, and a “recommended lawyer” in the tax field for the Greater China Region in the 2026 Legal 500 Awards.
