Introduction

Cao Ying is a partner at Global Law Office (GLO) and a key member of the firm’s Compliance and Risk Control Practice. She is admitted to practise law in both the People’s Republic of China and the State of New York, and focuses on compliance, risk management and dispute resolution, with a particular emphasis on cross-border investigations and regulatory enforcement matters.

She regularly represents leading global cryptocurrency exchanges, cross-chain technology platforms, blockchain infrastructure service providers (BaSS), venture capital funds, listed companies, and high-tech enterprises. Her work includes regulatory compliance structuring, internal investigations, cross-border enforcement assistance, government investigation response, and integrated criminal/civil strategies for complex disputes.

Prior to joining Global Law Office, Cao served for several years as a prosecutor in China, where she handled a wide range of complex cases involving financial crimes, economic crimes, and duty-related offences. This experience provides her with in-depth insight into criminal enforcement priorities and investigative procedures. She later worked in a China-invested company in the US, focusing on corporate compliance and regulatory matters. Her combined China/US professional background enables her to effectively manage multi-jurisdictional investigations and disputes, and to bridge differences between legal systems and enforcement approaches.

Cao is also an active scholar in the fields of cryptocurrency regulation, cybercrime, and financial security. She has published articles in leading international academic journals, including the International Criminal Justice Review and the American Journal of Criminal Justice, and has been invited to speak at major international conferences such as the American Society of Criminology Annual Meeting.

In addition, Cao has authored and co-authored several books on Web3.0 compliance, the metaverse, and the criminal law protection of data rights. She serves as an Adjunct Mentor at the Criminal Justice School of China University of Political Science and Law, and as a Research Fellow with multiple financial compliance and anti-money laundering research institutions. Through her integrated practice and academic engagement, Cao provides clients with sophisticated, cross-border legal solutions in an increasingly complex regulatory environment.
