Lu Qinghua

Introduction

Lu Qinghua has long been dedicated to providing full-cycle legal services in the fields of infrastructure and public utilities, energy, resources and environment, and commercial real estate. His project experience covers a wide range of sectors including urban area development, industrial parks, urban renewal, toll highways, rail transit, underground utility tunnels, urban water services, cultural and sports facilities, landfill and waste-to-energy projects, clean energy, solid and hazardous waste treatment, data centres (IDC), and commercial real estate.

He has a profound understanding of the operational mechanisms, compliance requirements and risk boundaries for various entities such as government agencies, local investment and financing platforms, state-owned enterprises, private and foreign enterprises, investment institutions, and individual investors. He is well versed in matters related to public-private partnerships, project investment and financing, land use, construction projects, investor rights protection and dispute resolution, and serves as an evaluation expert for major investment projects.

Lu also holds several key roles including Legal Counsel to the People’s Government of Guangdong province; Vice President of the Guangdong Alumni Association of China University of Political Science and Law; Co-Leader of the Engineering and Infrastructure Industry Committee of Dentons China; Head of the Real Estate, Construction & Energy Practice Group of Dentons Guangzhou; Head of the Engineering and Infrastructure Industry Group; Supervisor of the Guangdong Tendering and Bidding Association; and Chairman of the Supervisory Board of the Guangzhou Pipeline and Utility Tunnel Association.
