Introduction

Liang Muzhou, a senior partner at ETR Law Firm, is a certified lawyer in China and a registered foreign lawyer in Hong Kong. He is recognised as a leading talent among foreign-related lawyers in Guangdong.

With 20 years of management and legal work experience, including previous roles in provincial party committees and provincial-level government departments, Liang possesses systematic experience in both public sector and corporate management, along with a unique understanding of commercial operations and governance logic. In corporate compliance and cross-border governance, he hosted the 7th Belt and Road Compliance Legal Services Model Case by the Central Political and Legal Affairs Commission’s Legal Daily, in which he employed a “dual-track” duty identification approach to assist state-owned enterprises in Hong Kong with compliance system restructuring.

In criminal risk prevention and major safety incident response, he led in the “Fujing 001” vessel case involving forcible entry and organising others to violate regulations for hazardous operations, which was selected into Guangdong Provincial High People’s Court’s Top Ten Model Cases.

In compliance decision-making advisory and crisis management, he led projects including the first administrative penalty case on the Star Market and crisis management for a prominent real estate developer’s “guaranteed delivery” initiative. He provided cross-border compliance certification services to several overseas state-owned enterprises.

In foreign investment, financing and M&A, he delivered full-cycle legal services for new-energy vehicle overseas listings and renewable energy acquisitions, with a service network spanning the Guangdong-Hong Kong-Macao Greater Bay Area and overseas markets.

In the new energy and infrastructure sector, he led projects including provincial-level new-energy vehicle manufacturing, power battery, photovoltaic, wind energy, and energy storage investments and operations; China Energy Engineering Corporation’s mining rights bidding; and comprehensive development of designated regional industrial parks in northern provinces.

In complex commercial litigation, he represented clients in more than ten-billion-yuan-level commercial dispute cases, including a listed company’s application to the Hong Kong High Court to set aside an arbitration award and the retrial reversal of six construction project disputes.
