Introduction

Liang Qiang obtained his Master of Civil and Commercial Law from China University of Political Science and Law (CUPL), and has been practising law for more than 20 years. He is a director and chief partner at Zhong Ce Law Firm, concurrently an adjunct professor at CUPL’s Master of Laws College, a member of the Supreme People’s Procuratorate expert advisory committee and the All China Lawyers Association’s compliance committee, a director at the China Law Society Civil Procedure Law Research Association, the Beijing Lawyers Association and its propaganda liaison committee, as well as the Beijing Government Legal Research Association.

His main practice areas include real estate construction projects, state-owned enterprise restructuring, corporate M&A and commercial dispute resolution. He has made outstanding achievements in providing legal services in real estate and construction projects as well as energy and infrastructure investment, and handled a large number of related litigation and non-litigation projects. Typical litigation cases included a China Railway 19th Bureau Group project and a construction contract dispute case between China Construction Second Bureau and a town government. Typical non-litigation projects included the “three sports fields and one sports village” project in the Chongli Division of the 2022 Winter Olympics and the Beijing-Zhangjiakou High-Speed Railway project by China Railway Construction.

In recent years, Liang’s team has mainly focused on urban infrastructure, energy and electricity, mineral resources, real estate and other industries, providing various long-term special legal services for large central state-owned enterprises. Its main clients have included State Grid Corporation, National Energy Investment Group, China Construction Group, China Huaneng Group, China Datang Group and China Minmetals Group.

Liang was awarded “National Outstanding Lawyer” by the Ministry of Justice, “Outstanding Lawyer” by the Beijing Lawyers Association and the Chaoyang District Lawyers Association, and was selected as one of the “Top 15 Lawyers for State-Owned Enterprises in China” in 2024. He was included in China Business Law Journal‘s “The A-List 2024-25: Visionaries”.

Liang has participated in the legislative discussion and revision of property management regulations and administrative measures for the transfer of urban real estate in Beijing, as well as operational guidelines for lawyers on handling corporate compliance business. He has published several professional articles in China Lawyer, China Real Estate Finance, Economic Daily, Legal Daily and Beijing Lawyer.
