The Singapore Corporate Counsel Association (SCCA), in partnership with CMS, hosted the CMS Infrastructure Index 2023 Launch Event at the ParkRoyal Collection Pickering in Singapore on 16 January 2024. The conference drew more than 60 attendees from the infrastructure sector.

The CMS Infrastructure Index, which is published biennially, serves as a tool for investors aiming to navigate the intricate landscapes of infrastructure sectors across 50 jurisdictions. Its comprehensive analysis, based on nine essential criteria, offers a detailed guide to identifying the regions brimming with infrastructure development and investment opportunities.

The event kicked off with introductory remarks from James Snape, partner and co-head of the CMS projects group in the UK. This was followed by a presentation of in-depth case studies on hydrogen projects and the development of data centres across Asia by Kelvin Aw, partner and co-head of the infrastructure and construction practice at CMS Singapore, and Marc Rathbone, partner and head of energy transition (APAC) at CMS Singapore.

The event transitioned into a panel discussion on the investment landscape for infrastructure and renewable energy projects in Asia and included Snape; Etienne Laumonier, partner at APFL & Partners Legal Vietnam; Irawati Hermawan, managing partner at Hermawan Juniarto & Partners; and Lim Wen Bin, partner, infrastructure advisory, at the Asean Decarbonisation Hub in KPMG Singapore.

Following a networking lunch, a discussion on recent developments in infrastructure, energy and construction projects across several Southeast Asian countries was led by Lynette Chew, partner and co-head of infrastructure and construction practice at CMS Singapore; Gerald Licnachan, partner at CMS Singapore; Asya Jamaludin, counsel at CMS Singapore; and Rheinny Wiraatmadja, of counsel at CMS Singapore.

The CMS Infrastructure Index 2023 Asia Launch Event highlighted emergent trends and opportunities within the region’s infrastructure market, but also underscored the critical role of legal and financial advisories in navigating this complex landscape.
