Introduction

Sarravanan Neelakandan is the founder and managing partner of Sarravanan Neelakandan Law Associates. He has been practising in the legal profession for more than 16 years, with a wide-ranging legal practice in commercial law, corporate law, banking and finance law, foreign investment, infrastructure projects and dispute resolution.

Before founding Sarravanan Neelakandan Law Associates, he was a partner of the law firm of Neelakandan & Neelakandan (formerly Murugesu & Neelakandan) for 12 years. He serves as co-editor-in-chief of the Law Journal of the Bar Association of Sri Lanka.

He is also the general secretary of the Business Recovery and Insolvency Practitioners’ Association of Sri Lanka (BRIPASL), which is the Sri Lanka chapter of INSOL International, organisation of professionals specialising in insolvency and business reconstruction and recovery

• Advised two of the main contractors, Taisei Corporation of Japan and the China National Technical Import & Export Corporation (CNTIC)), of the USD741 million Southern Transport Development Project (STDP) for the construction of the southern expressway. Advised Taisei Corporation of Japan, on the USD590 million Outer Circular Highway (OCH) – Phase I, under the Greater Colombo Urban Transport Development Project.
• Advising Asia Power, operator of the 51MW Sapugaskanda Power Station, on various legal matters including the Power Purchase Agreement with the Government of Sri Lanka and extension thereof.
• Advised a consortium of US-based investment banks on its lending and security documentation with local entities of the manufacturing conglomerate loan facilities of USD95 million.
• Advises Allianz Insurance Lanka and its affiliated company Allianz Life Insurance Lanka, both of which are fully owned subsidiaries of Allianz SE of Germany on incorporation, as well as general legal advice on corporate and insurance or regulatory matters.
• Advises Dufry AG on its entry into Sri Lanka as operator of duty-free shops at the Bandaranaike International Airport and also advised on drafting and negotiating the Concession Agreement with the Sri Lankan Government.
• Currently advising the developers of the project for re-development for the “Bambalapitiya Flats”, in connection with a USD300 million ICC arbitration claim arising out of a PPP Agreement with the National Housing Development Authority of the Ministry of Housing and Construction of the Government of Sri Lanka.
