Introduction

James Bradley is a partner at Hunton Andrews Kurth. He focuses on electric power and commercial real estate projects in Southeast Asia.

He has had involvement with projects throughout Southeast Asia, including significantly in Thailand, the Philippines, Cambodia, Indonesia, Laos, Myanmar, and Vietnam. He has assisted sponsors and owners with major complex agreements and their administration through development, offtake, financing, engineering, procurement and construction (EPC), operation and maintenance (O&M), and supply. He has significant experience with M&A, including effective due diligence review and reporting on risk allocations and mitigants. He also has significant experience with commercial agreements for joint venture formation, development, financing, construction and operation for commercial office and hotel assets.

He has been practising in Asia since 2000. He joined Hunton & Williams (now Hunton Andrews Kurth after the 2018 merger with Andrews Kurth Kenyon) as an associate in 1994 before moving to Bangkok when the opportunity to do international cross-border work out of that city arose. He has been lead project counsel for the firm to the highly regarded Quezon Power (Philippines) since 2001 and worked with the manager on contracts and contract administration for the development, construction, and operation of the San Buenaventura Power 460MW supercritical plant on Luzon Island, which achieved commercial operation in 2019.

Recent work includes the following.

  • Development including preparation of a full suite of EPC and O&M arrangements for a major project to be situated in Laos;
  • 77-storey multi-use hotel, residential, and commercial tower project in Bangkok, Thailand regarding equity and debt positions for construction completion;
  • 460MW supercritical coal-fired power plant in Quezon Province, the Philippines, during development through operation;
  • 100MW and 150MW power plants in Cambodia, regarding power purchase, concession, EPC, and O&M arrangements; and
  • 63MW AC solar photovoltaic facility in Lop Buri, Thailand, regarding power purchase, EPC, and O&M arrangements.
