Introduction

Jim is a partner in the firm Hunton Andrews Kurth. He focuses on electric power and commercial real estate projects in Southeast Asia.

He has had involvement with projects throughout Southeast Asia, including significantly in Thailand, the Philippines, and Cambodia, as well as Indonesia, Laos, Myanmar and Vietnam. He has assisted sponsors and owners with major complex agreements for development, financing, engineering, procurement and construction, operation and maintenance, including advising on negotiation, administration and compliance issues. He has significant experience with mergers and acquisitions, including effective due diligence review and reporting, and risk allocation. He also has significant experience with commercial agreements for joint venture formation, development, financing, construction and operation for commercial office and hotel assets.

He has been practicing in Asia since 2000. He joined Hunton & Williams (which following the combination with Andrews Kurth Kenyon in 2018 became Hunton Andrews Kurth) as an associate in 1994 before moving to Bangkok when the opportunity to do international cross-border work out of that city arose. He has been project counsel to the highly regarded Quezon Power (Philippines), Limited Co since 2001 and worked with the manager on contracts and contract administration for the development, construction, and operation of the San Buenaventura Power Ltd Co 460 MW supercritical plant on Luzon Island, which achieved commercial operation in 2019. Recent work includes the following:

  • Development of a major project in Laos PDR; 77-storey multi-use hotel, residential, and commercial tower project in Bangkok, Thailand, regarding equity and debt positions.
  • 460 MW supercritical coal-fired power plant in Quezon province, the Philippines, regarding development, shared facilities, power purchase, engineering, procurement and construction, and operations and maintenance arrangements.
  • 100 MW and 150 MW power plants in Cambodia, regarding power purchase, concession, engineering, procurement, and construction, and operations arrangements.
  • 63 MW AC solar photovoltaic facility in Lop Buri, Thailand, regarding power purchase, construction and supply contract arrangements, and operation and maintenance contracts.
