Introduction

Anthony Edsel Conrad F. Tupaz heads Artificial Intelligence (AI) Initiatives, Data Privacy, and Cybersecurity. His practice focuses on the intersection of AI and privacy, AI governance, cross border data protection law, FinTech, blockchain, e-commerce, general corporate services, and banking and financial services. He concurrently heads special projects.

Dual-qualified in the Philippines and New York, Tupaz holds a Master of Laws (LL.M.) from Harvard Law School, a Bachelor of Arts in Economics (Honors Program, cum laude; ranked 1st in academic standing in economics dept.), and Juris Doctor (St. Thomas More Awardee; Second Honors) from the Ateneo de Manila University. Edsel was Managing Technical Editor of the Harvard Human Rights Journal at Harvard University.

Tupaz is a legal adviser to Fortune 500 and NASDAQ companies, and many of the most impactful technology startups in Asia. He is a keynote speaker on Privacy and AI.

In 2023-2024, Tupaz was a member of the Philippine team selected as Challenger for the Alan Turing Institute’s Data Challenge – Policy Priorities and AI for Sustainable Development Goals, which advances the intersection of sustainable development, artificial intelligence, open government, and computational social science.

Tupaz was awarded Data Privacy & Protection Lawyer of the Year (2023 ALB Philippine Law Awards). He is an Artificial Intelligence Governance Professional (AIGP), Certified Information Privacy Professional – Europe (CIPP/E) and a Certified Information Privacy Manager (CIPM) under IAPP. He holds a Postgraduate Certificate in Data Privacy, Protection, and Operational Excellence from the Asian Institute of Management. He is featured on Data Protection Leader (July 2025 edition) by OneTrust DataGuidance. He is on the Experts Directory for Philippine privacy law and regularly publishes insights on privacy and AI.

With over 20 years in legal practice, Edsel holds more than 10 years of experience in all three branches of government.

He has published close to 200 articles, opinion pieces at The Huffington Post, books, and papers, and received several authoritative citations from the Supreme Court for his scholarship on constitutional law. He taught in New England Law (Boston, Massachusetts), Ateneo de Manila Law School, De La Salle University, and Far Eastern University Institute of Law.
